Το μακρινό 1979 δημιουργήθηκε στην Καλιφόρνια ένα από τα πλέον σημαντικά συγκροτήματα του USPM μουσικού ρεύματος, οι Vicious Rumors. Μετά από δύο demos (το 1982 και το 1983) κυκλοφόρησε τον Μάιο του 1985 το ντεμπούτο τους υπό τον τίτλο "Soldiers of the Night" (με τον Vinnie Moore στην κιθάρα).

Το 1987 το (promo) single "Digital Dictator" (με την τραγουδάρα "Worlds and Machines" στην δεύτερη πλευρά του βινυλίου) προετοίμαζε το έδαφος για το δεύτερο full length album των Αμερικανών metallers. "Digital Dictator" ο τίτλος (και) του δίσκου και κυκλοφόρησε τον Φεβρουάριο του 1988.

Ήταν ο πρώτος δίσκος του τραγουδιστή Carl Albert με την μπάντα, στην οποία έμεινε μέχρι και τον θάνατό του (το 1995). Πρώτος δίσκος με τους Vicious Rumors και για τον κιθαρίστα Mark McGee. Στις αρχές του τρέχοντος έτους, στις 16 Φεβρουαρίου 2024, η δισκογραφική εταιρεία Hammerheart Records επανακυκλοφόρησε το album σε βινύλιο.

Οι Vicious Rumors συνεχίζουν ακάθεκτοι μέχρι και τις ημέρες μας. Από την αρχική σύνθεση της μπάντας έχει (απο)μείνει μόνο ο κιθαρίστας Geoff Thorpe. "Παλαιός" θεωρείται και ο drummer Larry Howe, ο οποίος βρίσκεται στους Vicious Rumors από το 1985...
