Τον Φεβρουάριο του 1989 ο Neil Young και το συγκρότημά του (The Restless) βρισκόταν σε περιοδεία. Μόλις τους έγινε γνωστό ότι η (προγραμματισμένη) περιοδεία τους στην Σοβιετική Ένωση ματαιώθηκε ο κιθαρίστας Frank "Poncho" Sampedro του είπε «we'll have to keep on rockin' in the free world».

Κάπως γεννήθηκε η ιδέα για ένα από τα εμβληματικότερα τραγούδια στο ευρύτερο φάσμα της rock μουσικής. Το τραγούδι συμπεριλήφθηκε στον (17ο) δίσκο του Neil Young υπό τον τίτλο "Freedom" το οποίο κυκλοφόρησε τον Οκτώβριο του 1989, ενώ έναν μήνα αργότερα "βγήκε" και αυτόνομα, ως single και περιελάμβανε δύο εκδοχές του εν λόγω μουσικού κομματιού, μία ηλεκτρική και μία ακουστική.

Το τραγούδι γνώρισε πληθώρα διασκευών (μεταξύ αυτών και των Krokus, Pearl Jam, Suzi Quatro κλπ). Το 1993 οι Pearl Jam συνόδευσαν τον Neil Young στα MTV Video Music Awards και απέδωσαν μαζί "ζωντανά" το "Rockin' in the Free World"...
